Thank you for taking the time to review the Paradise Valley Unified School District (PVSchools) Popular
Annual Financial Report (PAFR). A PAFR is a document used to provide the public with information on
district financial health. It’s also an opportunity for us to highlight some of the many achievements in
our district. Achievements that are made possible by the strong relationships and collaboration that
are found throughout paradise.
Working together with PVSchools students, families, and staff has always been an important aspect
of our organization. These relationships are at the foundation of our journey of excellence and are
highlighted in the many achievements, large and small, made by each of our talented students
and dedicated staff members. This information reflects our commitment to fiscal responsibility and
financial integrity.
This report is not an audited document and does not include all details of the audit report; rather, this
report is intended to increase awareness of the financial operations of PVSchools. As such, this report
is written in a manner that will summarize the financial data in a user-friendly manner. For more
in-depth financial information, the district’s Annual Comprehensive Financial Report (ACFR) is

SIGNATURE PROGRAMS
PVSchools believes in offering a spectrum of academic choices to
meet the needs of each individual student. With programs that
cater to a variety of interests and learning styles, we make sure each
student has the opportunity to find their perfect fit. Whether you’re
looking for traditional education or something more specialized,
our Signature Programs help parents decide which school is right
for their child.
The Center for Research in Engineering, Science,
and Technology
The Center for Research in Engineering, Science, and Technology
(CREST) program is an intensive four-year Career and Technical
Education STEM program exclusively offered at Paradise Valley High
School. Students choose one of three strands to study—Bioscience,
Computer Science, or Engineering. CREST is a recognized leader
in STEM education with instructors who continuously develop
innovative and engaging ways to provide students with authentic
learning experiences that enhance the curriculum. CREST students
graduate prepared and fully qualified to pursue STEM-oriented
degrees at the postsecondary level.
Dual Language Immersion Programs
Children attending Dual Language Immersion programs learn
to speak, write, and read in two languages, and ideally become
bilingual, biliterate, and bicultural in the process. Dual Language
Immersion programs prepare students with the 21st-century skill
set to compete and succeed in a global marketplace. PVSchools
paves the pathway for students to achieve this goal at the
elementary, middle, and high school levels by providing the
opportunity to become fluent in either Mandarin or Spanish.
K-12 International Baccalaureate Programme
PVSchools International Baccalaureate Programme (IB) develops
inquiring, knowledgeable, and caring young people with
adaptable skills to tackle society’s complex challenges. With a focus
on critical thinking, problem-solving, and global awareness, this
program is perfect for students who want to make a difference
in the world. This program is offered exclusively at Quail Run
Elementary, Vista Verde Middle, and North Canyon High Schools.
North Valley Arts Academies
For children who are passionate and desire to hone their
skills and techniques in theater, dance, visual arts, or music
technology, consider the North Valley Arts Academies (NVAA).
This fully integrated fine arts program is exclusively offered at
Desert Cove Elementary, Shea Middle, and Shadow Mountain
High Schools. NVAA offers rigorous core curriculum academics
coupled with a fine arts program that intensifies as students
advance through the program.
Graduation
PVSchools graduating Class of 2021 was offered an impressive
$64,698,026 million in scholarships from colleges and universities
across the country and around the world. The academic and merit
scholarships received were from vocational schools, community
colleges, in-state, out-of-state colleges and universities, and Ivy
League institutions.

ACHIEVEMENTS AND ACCOMPLISHMENTS
Staff Achievements
In the classroom, our teachers are acknowledged for their
top-notch teaching and learning expertise. During the 2020-
21 school year, our faculty earned notable teacher of the year
awards from a variety of organizations. Lakota Mossey, an art
teacher at Liberty Elementary School, received the Arizona Arts
Education Association 2020 Elementary Art Teacher of the Year.
Sarah Elkus, a fourth-grade teacher at Quail Run Elementary
School, received the Arizona International Baccalaureate
Schools 2020 Primary Years Programme Educator of the Year.
Peggy Woodard, an honors teacher at Hidden Hills Elementary
School, received the Arizona Council on Economic Education
2020 Economic Education Teacher of the Year. Carina Stiles, a
theater and film teacher at Paradise Valley High School, received
the Arizona Thespians 2020 Theatre Teacher of the Year.
Student Academic Achievements
PVSchools is proud that our students achieved some fantastic
academic successes during the 2020-21 school year! Whether
it was winning awards and scholarships or being accepted into
top universities, our students excelled in their studies. A few
academic highlights included Flinn Scholar, U.S. Presidential
Scholars Semifinalists, National Merit Finalists, first-place medals
at the Arizona DECA Conference, and Maricopa County Regional
II Spelling Bee Champion.
Athletic Achievements
Our student-athletes dominated the competition on the court,
track, and in the pool. Horizon High School won the 2020
Arizona Interscholastic Association (AIA) Division II State Doubles
Badminton Championship. Pinnacle High School won the 2020
AIA Division I State Boys Swim 200 Medley Relay Championship.
A Paradise Valley High School senior received the 2021 AIA
Scholar Activity/Scholar Athletic Award. Horizon High School
and North Canyon High School won the 2021 AIA Division II
Track & Field Championships. Paradise Valley High School won
the AIA Division II Heavyweight Wrestling Championship.
Notable Accomplishments
The district oversaw two major construction projects during the
2020-21 school year – Sky Crossing Elementary and Roadrunner
School. These projects were funded by voter-approved bonds
and wouldn’t have been possible without the continued
support of our community. We want to thank our community
and voters for supporting public education and students in
PVSchools.

FINANCIAL HIGHLIGHTS
District Budgeting
School district budgets can be very complex. A budget is not
just a document full of numbers pre pared by the business
office. Rather it is a working tool central to the successful
operation of a school district. Budgeting represents an
opportunity to plan a district’s mission, improve operations,
and achieve a district’s educational objectives. Arizona school
districts receive funding based on a formula defined by state
statute, designed to help ensure that all children in the state
receive an equitable educational experience. The annual
expenditure budget serves as the foundation for the district’s
financial planning and control. The annual budget is used
to teach students, transport them to and from school, feed
them breakfast and lunch, and maintain school buildings and
grounds. It also funds special education programs and other
programs such as full-day kindergarten, and athletic and
extracurricular programs.
The expenditure budget is prepared by fund for all Governmental
Funds, which includes function and object code details for the
General Fund, as well as Special Revenue and Capital Projects
Funds. The district has to adhere to the Uniform System of
Financial Records published by the Arizona Auditor General for
accounting and financial reporting procedures. The portion of
the budget that accounts for most of the day-to-day spending
is referred to as the Maintenance and Operations (M&O) Fund.
Comparable to most school districts, over 85% of this fund is
spent on salaries and benefits for PVSchools employees.
Where the Money Comes From
The district’s funding can be broadly classified as com ing from three
revenue sources: local, state, and federal. The largest revenue source
is the state, followed by local revenue (which includes property
taxes), and fed eral revenue (made up of several grants of various
sizes and for a specified or unique purpose). On average, 25%
comes from the state general fund, 57% comes from the district’s
local tax payers, and 18% comes from other local sources such
as program revenue. This leaves only about 1% funded from the
federal government.
In November of 2017, the voters in Paradise Valley Unified
School District approved a 15% M&O budget override that funds
academic programs, class size reduction, and increased salaries to
retain and attract exceptional teachers and staff.
The voters approved a District Additional Assistance Override
in November 2019 to provide additional budget capacity for
expenses such as curriculum, technology, student transportation,
and building systems.
Where the Money Goes
A Financial Activity Statement (FAS) represents all fund activity
of the district and is taken from the district’s ACFR but presented
in a non-generally accepted accounting principal (non-GAAP)
format. The ACFR includes all governmental funding received by
the district. A copy of the District’s ACFR and FAS can be found at
PVSchools.net, with additional detailed information.
The FAS, known in accounting terms as the income statement,
provides a summary of the resources (revenues) and services
(expenditures) of the district. Federal, state, and county revenues
declined from the prior year due to a reduction in student
enrollment. These dollars are spent in various categories as defined
in the pie chart on page 7. The instruction dollars represent the
highest percentage of expenditures of all the spending categories.

Impact of the Coronavirus
Due to the impact and spread of the Coronavirus (COVID-19),
the operations and instructional modalities within Arizona’s
schools were heavily impacted through statewide mandated
closures and “stay at home orders” being instituted by state
leadership. An Executive Order issued by Arizona Governor
Doug Ducey included that school district employees were
deemed as essential staff members for the 2019-20 school
year. Following these actions, the district immediately moved
to a remote learning model that allowed students to continue
their educa tion from home.
Emergency federal funds through the Coronavirus Aid, Relief,
and Economic Security (CARES) Act signed into law on March
27, 2020, were made available to state and school districts to
cover COVID-19 related expenditures, known as the Elementary
and Secondary School Emergency Relief (ESSER) Fund. The true
impact of COVID-19 has yet to be determined for subse quent
years. District leadership continues to monitor the reductions
in student enrollment as the district expects state budgetary
pressure and anticipates a large budget shortfall that will
require substantial budget reductions, if relief is not granted.
INSTRUCTION AND
NON-CLASSROOM CATEGORIES
Classroom Dollars: salaries, payroll taxes, and benefits for
teachers and instructional aides, and classroom supplies.
Instructional Support: expenses associated with school
libraries, teacher training, curriculum development, and
instructional technology.
Student Support: salaries, payroll taxes, and benefits for
counselors, speech pathologists, psychologists, nurses,
attendance staff, and social workers.
Administration: expenses associated with the superintendent’s
office, principal’s office, business office, human resources, and
administrative technology.
Plant Operations: utilities, equipment repair, groundskeeping,
and security.
Transportation: costs of transporting pupils to and from
school and school activities.
Non-Instructional: costs associated with non-instructional
programs such as food service, community services, or
bookstore operations.
WHAT IS ADMINISTRATION?
“Administration” is a classification of many different functional
areas of the school district. This includes school principals and
school secretaries, athletic directors, retiree health insurance,
information technology staff, human resources staff, public
information staff, purchasing staff, warehouse staff, payroll staff,
other business functions such as budgeting and accounting,
printing as well as the superintendency and governing board
expenses.

Ciencias y Tecnología

El Programa International Baccalaureate Programme (IB) de
PVSchools forma jóvenes inquisitivos, conocedores y compasivos.

conciencia global, este programa es perfecto para estudiantes que

Durante el año escolar 2020-2021, nuestros maestros obtuvieron
destacados reconocimientos como maestros del año de una

Logros Académicos Estudiantiles
PVSchools está orgulloso de que nuestros alumnos obtuvieron
fantásticos logros académicos durante el año escolar 2020-
2021. Ya sea obteniendo premios y becas o siendo aceptados en
universidades, nuestros alumnos sobresalieron en sus estudios.
Algunos de los reconocimientos más sobresalientes incluyen
la beca Flinn, semifinalista para la beca Presidencial de EEUU,
finalistas en la beca National Merit, medalla de primer lugar en
Arizona DECA Conference y campeón en el Concurso Regional
Spelling Bee II del Condado de Maricopa.
Logros Deportivos
Nuestros alumnos deportistas dominaron durante las
competencias de campo, cancha y alberca. Horizon High
School ganó el Campeonato Estatal Varonil 2020 de Dobles en
Bádminton de la 2a División Estatal de la Arizona Interscholastic
Association (AIA). El bachillerato Pinnacle ganó el Campeonato
Estatal Varonil de Relevos 200 Medley Relay Championship en
natación de la 1a División de la AIA en el año 2020. Un alumno
de 12º grado del bachillerato Paradise Valley High School recibió
el premio de la AIA, Scholar Activity/Scholar Athletic Award del
2021. Los bachilleratos Horizon High School y North Canyon High
School ganaron el Campeonato de Atletismo de la 2a División
de la AIA en el 2021. El bachillerato Paradise Valley High School
ganó el Campeonato de Lucha Libre de Peso Completo de la 2a
División de la AIA.
Logros Notables
El distrito escolar supervisó dos grandes proyectos de
construcción durante el año escolar 2020-2021, Sky Crossing
Elementary y Roadrunner School. Estos proyectos fueron
realizados con bonos aprobados por los votantes y no hubiesen
sido posibles sin el continuo apoyo de nuestra comunidad.

Presupuesto del Distrito Escolar
Los presupuestos de las escuelas pueden ser muy complejos.
Un presupuesto no es solo un documento lleno de números
preparado por la oficina de operaciones. Más bien es una
herramienta de trabajo fundamental para la exitosa operación de
un distrito escolar. El presupuestar representa una oportunidad
de planear la misión de un distrito escolar, mejorar la operación
y alcanzar los objetivos educativos del distrito. Los distritos
escolares en Arizona reciben fondos en base a una fórmula
definida por una ley estatal diseñada para ayudar a garantizar que
todos los niños en el estado reciban una experiencia educativa
equitativa. El presupuesto de egresos anual sirve como base para
la planeación y control financiero del distrito. El presupuesto
anual es utilizado para enseñar a los alumnos, transportarlos
desde y hasta la escuela, alimentarlos con desayuno y almuerzo
y para el mantenimiento de planteles y sus áreas. También
proporciona los fondos para los programas de educación especial
y otros tales como Kindergarten de día completo y programas de
deportes y actividades extracurriculares.
El presupuesto de egresos es creado por un fondo utilizado para
todos los fondos gubernamentales el cual incluye los detalles de
función y codificación de objetos para el fondo general, así como
ingresos especiales y fondos para proyectos de capital. El distrito
se debe apegar al Sistema Unificado de Récords Financieros
publicado por el Auditor General de Arizona para procedimientos
de reportes financieros y contables. La porción del presupuesto
que abarca la mayoría de los gastos del día a día se le llama Fondo
de Mantenimiento y Operaciones (M&O). Comparativamente
hablando, más del 85% de este fondo se utiliza en salarios y
beneficios para los empleados de PVSchools.
De Dónde Viene el Dinero
Los fondos del distrito pueden clasificarse ampliamente como
provenientes de tres clases de ingresos: local, estatal y federal. El
mayor ingreso es el estatal, seguido por el ingreso local (el cual
incluye predial) e ingreso federal (compuesto de varias subvenciones
de diferentes montos para un propósito único o específico).
En promedio, 25% viene del fondo estatal general, 57% viene
de contribuyentes locales del distrito y 18% proviene de otros
recursos locales como ingresos de programas. Restando solo el 1%
proveniente del gobierno federal.
En noviembre del 2017, los votantes en el Distrito Escolar Unificado
Paradise Valley aprobaron una ampliación del 15% de presupuesto
para Mantenimiento y Operaciones que financía programas
académicos, reducción de alumnos por clase e incremento de salario
para retener y atraer personal docente y escolar excepcionales.
Los votantes aprobaron una ampliación al presupuesto adicional
de ayuda en noviembre del 2019 para proveer capacidad adicional
al presupuesto para gastos como currículo, tecnología, transporte
estudiantil y sistemas que ayudan en la operación de los edificios.
En Qué se Gasta el Dinero
Una Declaración de Actividad Financiera, FAS por sus siglas en
inglés, representa toda la actividad de fondos del distrito y se toma
de ACFR del distrito pero presentado en un formato de capital
contable no aceptado generalmente (non-GAAP). El ACFR incluye
todos los fondos gubernamentales recibidos por un distrito. Una
copia del ACFR del distrito escolar y el FAS se encuentra en la página
PVSchools.net, con información adicional detallada.
El FAS, conocido en términos contables como la declaración de
ingresos, proporciona un resumen de los recursos (ingresos) y
servicios (egresos) del distrito. Ingresos federales, estatales y del
condado del año anterior declinados debido a una reducción
en inscripciones de alumnos. Este dinero se distribuye en varias
categorías según se define en la gráfica de la página 15. El dinero
para la enseñanza representa el mayor porcentaje de egresos en
todas las categorías de gastos.

CATEGORÍAS DE ENSEÑANZA Y NO RELATIVO A LA ENSEÑANZA
Dólares en el Salón: salarios, impuestos sobre ingresos y
prestaciones para maestros y ayudantes de enseñanza, así
como suministros para el salón.
Apoyos Docentes: gastos asociados con bibliotecas escolares,
capacitación docente, desarrollo de currículo y tecnologías
para la enseñanza.
Apoyo Estudiantil: salarios, impuestos sobre ingresos y
prestaciones para asesores, terapeutas del habla, psicólogos,
enfermeras, personal de registro de asistencia escolar y
trabajadores sociales.
Administración: gastos asociados con la oficina del
superintendente, la oficina del director escolar, oficina de
operaciones, recursos humanos y tecnología administrativa.
Operaciones de Planta: pago de servicios, reparación de
equipo, mantenimiento de instalaciones y seguridad.
Transportación: costo del transporte de alumnos desde y
hasta la escuela y actividades escolares.
No Relativo a la Enseñanza: costos asociados con programas
no relativos a la enseñanza como servicios de comida, servicios
comunitarios u operaciones de librerías.
¿QUÉ ES ADMINISTRACIÓN?
“Administración” es una clasificación de muchas distintas áreas
funcionales del distrito escolar. Esto incluye a los directores
escolares, secretarias escolares, directores de deportes, seguro
médico para los jubilados, personal de informática, de recursos
humanos, personal de comunicaciones, de compras, personal
de bodega, de nómina, otras funciones operativas tales como
presupuesto, contabilidad, imprenta y los gastos de la mesa
directiva y la oficina del superintendente.

Egresos Administrativos
Impacto del Coronavirus
Debido al impacto y contagio del Coronavirus (COVID-19), las
operaciones y modalidades de enseñanza en las escuelas de
Arizona fueron altamente afectadas por el cierre obligatorio
de escuelas en todo el estado y la “orden de permanecer en
casa” que fueron instituidos por los líderes estatales. Una Orden
Ejecutiva emitida por el Gobernador Doug Ducey incluyó que
los empleados de escuelas del distrito fueran clasificados como
miembros del personal esencial para el ciclo escolar 2019-
2020. En seguimiento a estas acciones, el distrito se movió
inmediatamente a un modelo de aprendizaje remoto que
permitía que los alumnos continuaran su educación desde casa.
Los Fondos Federales de Emergencia por medio de la
propuesta de ley CARES, por sus siglas en inglés, para la
Ayuda del Coronavirus, Alivio y Seguridad Económica firmada
el 27 de marzo de 2020 y aprobada como ley, se hicieron
disponibles para el estado y las escuelas de distritos para
cubrir los gastos relacionados con COVID-19, conocido como
el Fondo de Alivio de Emergencia para Escuelas Primarias y
Secundarias y Bachilleratos ESSER. El verdadero impacto del
COVID-19 queda aún por determinar en los subsecuentes
años. El liderazgo del distrito escolar continuará monitoreando
la baja de inscripciones conforme el distrito prevé una presión
al presupuesto por el estado y anticipa no alcanzar por mucho
el presupuesto que va requerir reducciones sustanciales al
presupuesto, si no se otorga el alivio.
